RCUH Open Enrollment 2026-2027

Open Enrollment Period: April 22nd - May 18th, 2026

The RCUH Open Enrollment (OE) period will take place from Wednesday, April 22 - Monday, May 18, 2026 in Employee Self-Service. All benefit elections made during Open Enrollment will become effective July 1, 2026 at the start of the new plan year.

  • RCUH Plan Year: July 1st, 2026 - June 30th, 2027

What's New This Plan Year?

Please see the RCUH Monthly Health Insurance Rate Sheet for the new medical and dental premiums for the upcoming plan year.

 

We are happy to share great news: Kaiser plan rates will remain unchanged from last year, and HMSA and HDS plan rates are decreasing!

Annual Limit (per IRS):

  1. FSA Healthcare: $3400 (maximum of $141.66 per pay period)
  2. FSA Dependent Care: $7500 (maximum of $312.50 per pay period, or $156.25 for married couples filing separately)
  3. Pre-Tax Parking: $4080 ($340 per month)
  4. Pre-Tax Transit (Bus Pass): $4080 ($340 per month)

Please note: changes to the Pre-Tax Parking and Transit (Bus Pass) plans can be made at any time during the plan year.

Effective 3/31/2026, RCUH will be terminating administration of the Group Long-Term Care (LTC) benefit. Employees who are currently enrolled in the Long-Term Care benefit will be covered by RCUH through 3/31/2026. Please read the official announcement for full details regarding this change.

 

Options for Employees Currently Enrolled:

  1. Convert to an Individual Policy with UNUM (Port Coverage)
    1. Employees would be responsible for the full premium payment directly to UNUM effective 4/1/2026
    2. Employees will have until May 22, 2026 to submit their UNUM Long-Term Care Continuation of Coverage Form to RCUH. Please read the official announcement for instructions.
  2. Allow Coverage to Lapse
    1. Employees may allow their coverage to end effective 3/31/2026 (default - no action needed).

Open Enrollment FAQs

The Open Enrollment period is the annual opportunity for eligible employees to review and update their benefit elections without needing a Qualifying Life Event. During this time, employees can enroll in or change their health insurance plans, add qualified dependents, sign up for a Flexible Spending Account, and more!

All active RCUH benefit-eligible employees (i.e. regular, non-regular, and relief employees 50% FTE and above) are required to complete Open Enrollment, even if they don't intend to make any changes to their benefit elections.

Review your current benefit elections:

  1. See email from RCUH Employee Benefits sent on 4/6/2026
  2. See your Benefit Summary in Employee Self-Service

Review and update your personal information in Employee Self-Service:

  1. Email address (RCUH sends all communications to the primary address on record)
  2. Home and mailing address
  3. Emergency contacts
  4. Life Insurance beneficiaries

 

Determine the benefit elections that will be best for your personal and financial situation

  1. What is your family size?
  2. What is your health history?
  3. Do you have any projected health expenses coming up?
  4. What is most important to me?

 

Prepare any required supporting documents if you will be making any of the following changes:

  1. Adding Child (e.g. birth certificate, guardianship/adoption decree)
  2. Adding Spouse (e.g. marriage certificate)
  3. Adding a Civil Union Partner (submit both documents below):
    1. Copy of your Civil Union Partnership certificate issued by the State of Hawaii Department of Health
    2. Affidavit of Dependency for Tax Purposes (Form B16)
      1. Please note that this form must be notarized if individual qualifies as a tax dependent.
  4. Adding a Domestic Partner (submit both documents below):
    1. Notarized Declaration of Domestic Partnership (Form B14)
    2. Affidavit of Dependency for Tax Purposes (Form B16)
      1. Please note that this form must be notarized if individual qualifies as a tax dependent.

How to Complete Open Enrollment

Open Enrollment can be completed in Employee Self-Service via the "Employee Benefits" tile. The Open Enrollment panel will be available to all eligible employees.

Important Resources to Review

Did you know? Any unused FSA funds at the end of the plan year (June 30th) are subject to forfeiture. No rollovers, no exceptions. Use it or lose it - please plan accordingly!
